Just curious if anyone knows the origin story of specific levels for pking (for example 33s/55s) and stakers (61s).

Why is the level 33 and not 30 or 35? Why is the staking level 61 specifically?

I understand the usefulness of having specific levels so everyone can train a lvl 61 staker and find duels, but I'm looking for the original reason.
