1ip mining guild and karamja docks

Hello.
Now that the Wilderness is IP restricted to prevent multi logging during PK sessions, I suggest extending this rule to non wilderness areas. Players at the mining guild or karamja docks are using multiple accounts to gather resources 2-3x faster than average players. To keep the playing field level, I propose a poll for a 1IP limit at these locations. We could also consider adding a puzzle minigame at the Mining guild entrance to further discourage botting or multi logging.
